Rossland Road Improvements

Introduction

The Town of Ajax has retained iTRANS Consulting Inc. to complete a Class Environmental Assessment and preliminary design for the proposed improvements to Rossland Road - from Brock Road in the City of Pickering to Westney Road in the Town of Ajax.

The purpose and objectives of this study are to:

  • Enhance traffic safety along the corridor.
  • Address projected traffic capacity deficiencies.
  • Accommodate approved A9 Development Area Study findings.
  • Support the Town of Ajax’s "Bicycle and Leisure Trail System Plan".

To meet these objectives, a Schedule ‘C’ Class Environmental Assessment (EA) will be undertaken as per the guidelines of the Municipal Engineers Association Municipal Class Environmental Assessment, June 2000.

UPDATE - March 20, 2008

The second Public Information Centre for the Rossland Road Improvements EA has been rescheduled to Fall 2008. Additional detailed analysis of the study area will be completed through the spring and summer. The results of the analysis and the preliminary preferred technical design solution will be presented for public review and comment at the second Public Information Centre. Additional information and updates will be provided over the next few months.

Background

The Town of Ajax’s 2003 Development Charges Background Study identified the need to widen Rossland Road - from the west Town boundary to Westney Road - from a two lane rural cross section to a four lane urban cross-section; eliminate the jog at the intersection of Rossland Road and Church Street; and reconstruct the bridge structure at Duffins Creek. The EA will review current and forecasted traffic data to determine whether these improvements are justified. As well, the EA will review other alternatives to determine a preferred solution to meet the above objectives.

Rossland Road is under the jurisdiction of the City of Pickering - from Brock Road to approximately 110 m west of Bunting Court. From 110 m west of Bunting Court to Westney Road, Rossland Road is under the jurisdiction of the Town of Ajax. Rossland Road is classified as a Type ‘B’ arterial road with a posted speed limit of 60 km/h. The current alignment of Rossland Road is offset approximately 100 m at Church Street. The total length of roadway for the subject project is approximately 3.5 km.

From Brock Road to Westney Road, there are two water crossings on Rossland Road - a bridge at East Duffins Creek, just west of Church Street, and a culvert at Urfe Creek, between Bunting Court and Riverside Drive.

In addition to the EA, the scope of work for the subject project will include a preliminary design for the preferred solution for the Rossland Road Improvements.

Public Consultation

Public input is essential to the success of this study. The EA will involve opportunities for the stakeholders, including members of the public, to offer input at various stages. Public Information Centres (PICs) will be held to offer stakeholders an opportunity to comment on the Alternative Solutions (PIC #1) and the Design Concepts for the Preferred Solution (PIC #2).

PIC #1 is scheduled for November 28, 2007 at the Kinsmen Heritage Centre at 120 Roberson Drive, Ajax. Doors will open at 6:30 pm and iTRANS Consulting will provide a presentation at 7:00 pm.
